About Indian Human Rights Council

The concept of human rights is not a post-world war II phenomenon although it came to be accepted by the comity of Nations in 1948 as Universal Declaration. We can proudly trace the origin of defending human rights in the early epics of Ramayana and Mahabharta. For centuries, the Shrutis, Smritis and 18 Puranas are replete with instances of human rights came to be staunchly defended. There is a story of King Shibi who is approached by a pigeon who begs for protection from a hawk. As the King proceeds to grant him protection, the hawk comes forward and proclaims that the pigeon is my food and I must kill the pigeon to sustain on his flesh. If I don’t, I will die of hunger. It is a beautiful imagery of how the king protects the pigeon and offers his flesh to the hungry hawk. The story is an allegory with these hidden human values. In the Modern world, the Universal Declaration of Human Rights (1948) is a reiteration of these values revered and acknowledged from times immemorial and the world leaders put emphasis on the collective concurrence on defending the human rights. The United Nations have only reaffirmed the faith of the humanity in these time tested tenets.

Indian Human Rights Council is an association registered under Sec. 8 of the Companies Act 2013 (1956), incorporated on 10th September 2014 in Pune, Maharashtra, India.

IHRC has accordingly, adopted the definition of the Human Rights as spelt out u/s Section 2(1)(d) of the Protection of Human Rights Act 1993, i.e. “Human Rights as the rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution of India or embodied in the International Covenants and enforceable by courts in India.

In keeping with its tradition, IHRC has further reflected on the protection of human rights as globally accepted and after due deliberations provided the most unique definition of this concept in just one word in Sanskrit. The IHRC definition is - अहार्याधिकार: meaning the right which cannot be taken away - (Not even by the authority of the state.)

As stated earlier, the concept of Human Rights may appear to be a recent phenomenon when it came to be articulated by the UN as Universal Declaration of Human Rights in 1948. However, we in IHRC strongly believe that the profound ideology of respecting and protecting certain inalienable rights of every human being are well ingrained in the ancient Indian value system which is propounded in 5000 year old epics like Ramayana, Mahabharat, Vedas and Upnishadas. Thus came the concept of:

ॐ सर्वेपि सुखिनः सन्तु। सर्वे सन्तु निरामयाः।
सर्वे भद्राणि पश्यन्तु। मा कश्चित् दुःख भाग्भवेत्॥
ॐ शान्तिः शान्तिः शान्तिः॥

The most important declaration in the Vedas of वसुधैव-कुटुम्बकं Vasudhaiv Kutumbakam of Universal Citizenship is as revolutionary in contents as in words.

Avinash Mokashi

Founder

Avinash Mokashi, is a recipient of the “In the Service of Peace” Medal from the United Nations’ Mission in Bosnia & Herzegovina (UNMIBH) in the year 1999-2000 for deployment in the International Police Task Force (IPTF). He is the founder Director of Association of Fraud Examiners (AFE) and Indian Human Rights Council (IHRC). Mr. Avinash Mokashi is also the Chief Editor of Indian Human Rights Chronicle, an English monthly magazine published from Pune, India. Presently, he is functioning as Corporate Governance Consultant to a renowned Fertilisers and Petrochemicals Corporation in Pune, India.

He is a commerce graduate from Mumbai University. Having Diploma in Journalism & Public Relations and diploma in Cyber Laws. He has 32 years of active service experience with Maharashtra State Police Department and work experience with the Premier Investigation Agency of India and Maharashtra State Criminal Investigation Department. He is proficient in active investigation of cases of Anti-Corruption, Bank Frauds, Economic and Financial Frauds, Tax and system frauds. He also has experience of various types of Audits of Government Departments and Public sector Undertakings and corporates.

He has been instrumental in issuing Letter-Rogatory (LRs), through INTERPOL, from the Indian Judicial Authorities to the foreign Courts for seeking assistance for investigation of cases committed outside India. Proficient in preparation and drafting documents related to the LRs, within the mandate of the National and International judicial process.

In the capacity of General Manager (Special Audit) with a Corporate House in India, he successfully prevented, detected and internally investigated various types of corporate frauds within the organisation and outside the organisation. Presently he is also responsible to corporate Governance, Risk management and Compliance system.

Last but not the least; he has been the faculty member to the Maharashtra Police Academy (MPA), Maharashtra State Human Rights Commission and number of Private Institutions and law colleges. He is one of the co-authors of a book entitled “A Practical Guide to Prevention Detection and Investigation of Corporate Frauds” The book is published by renowned international publishing house i.e. “Wolters Kluwer”

He is also a member of Ethics Committee (EC) of the Sterling Multi-speciality Hospital, Nigdi, Pune.

Chintan Mokashi

Co-Founder

Chintaman Mokashi is a retired AGM from National Bank for Agriculture & Rural Development (NABARD), Pune. He is M.Com, LL.B.(Gen) with Post Graduation in Journalism, has specialization in Corporate Communication and various banking inspections, audits and is presently working as one of the Directors of Anweshak- Intelligence Investigation Research and Legal Solutions Pvt. Ltd. & Executive Editor of Indian Human Rights Chronicle a monthly published from Pune.

He has also been actively associated with a number of statutory Inspections of the District Central Cooperative Banks with in the mandate of the Reserve Bank of India and National Agricultural Bank. He has proficiency in Agricultural, Rural and Co-operative Banking systems. Mr Chintaman Mokashi has extensively worked as a resource person and provided faculty support to a reputed Administrative College in Public Relations and Corporate Communications and also worked as a guest faculty for Vaikunth Mehta National Institute of Cooperative Management, College of Agriculture Banking, Reserve Bank of India, Pune and National School of Banking. Mr Mokashi is credited with essaying success stories in Panchayati Raj titled ‘Towards Empowerment’.

He has received number of awards from Association of Business Communicators India (ABCI) over a period for best English features. He is credited with penning screenplays for Hindi and Marathi movies ‘Insaaf the Justice’ and ‘Aashach Eka Betawar’ in the past besides corporate films and TV Commercials including Film Division’s film ‘Alha’.

Last but not the least Mr. Chintan Mokashi had an opportunity to conduct on behalf of National Bank for Agriculture and Rural Development verification, examination and reportingof demonetisation implementation by the Pune District Central Coop. Bank, Pune. He is also one of the co-authors of a book entitled “A Practical Guide to Prevention Detection and Investigation of Corporate Frauds” The book is published by renowned international publishing house i.e. “Wolters Kluwer”
